They have strong incentives to do this. A hotel room in Japan is expensive. Plus, since there usually is only one flight per day (and they're sometimes packed, so that it's tought to get a seat after IROPs), they can lose a lot of goodwill when someone misconnects. Folks are willing to accept NRT as a hub for Asian connections, but only if it's efficient, pleasant, and reliable.
