Which I have always read as meaning you can stop at any one of the airports separated with a /, but not multiple ones. however I have also seen routings that multi stop through multiple of those airports. Those, however, might actually be pricing as two separate tickets...
Some fare rules do allow a routing through more than one valid connection point, but you are usually limited by the number of permitted transfers. So in your example above, you would be limited to only one of CVG/DTT/LAX/MEM/MSP/PDX/SAN/SEA/SFO/SLC if only two transfers were permitted for the fare component between DTW and HNL.
