PS: Why don't European ATM's use the "dip card system"?

As with many things, it's a case of America v the rest of the world - not just Europe.
Why do American ATMs use a ''dip'' system. It seems a lot less safe.
With an ordinary - non-American - ATM it generally won't dispense any money until you have removed your card from the machine.
