The row forward of the exit row will not recline so as to not block the exit row access. For equipment that has two exits in adjacent rows, only the rear most row will have recline. And when they say limited they really mean that the seat will not recline at all.
I'm having difficultly believing the limited recline EC seats would have no recline at all. These would be the EC seats on the 767-300ER's. I suspect their recline is more like the non-EC seats rather than none at all.
