Dont ever volunteer to lower the credit. You lose a bargaining chip on one hand, worse, you demonstrate you dont need more credit to extend to you, so no more new credit from the bank. What are you going to do if you want a new card, a Visa Signature, for some juicy bonus? You are locked out because now Chase system would not allow extra credit extended to you. It will take a year or so to "thaw" this. There is a fundamental difference how the bank handles reduction of credit - from the bank in account closure or from you asking to lower it on an open account.
I think he meant the usual FT context of "lowering the credit" by moving the available to credit to a different Chase card
