Ok, got a better look at row 11 today; average height legs can basically stretch straight out and be flat-footed up against the bulkhead. Making your own ottoman definitely seems possible.
My recent experience re row 11 on 767 is as follows:
5'2" height - can reach bulkhead with tippy toes only if balanced on edge of seat
5'8" height - can reach bulkhead with flat feet if slumped in seat and not with bottom to the rear of the seat (I.e. not sitting entirely upright).
You can definitely put a small suitcase there to use as footrest and still have room to put legs on floor in front of case.
