AFAIK, the only (relatively) low-cost way of using BA Avios to fly TATL is to redeem them for TATL travel on Aer Lingus (to DUB or SNN), routes where fuel surcharges are minimal.

If you have an Iberia Plus account and transfer your BA Avios to your IB Plus account, you can then redeem for TATL on IB with lower surcharges than what BA would impose.
