From what I understand
1. If Interlining agreements exist, bags will be tagged from origin destination to final destination.
2. With no interlining agreement in place, to exit and enter the airport you would need a 96 hour transit visa as arranged by Merhaba. However if you have a confirmed onward booking you do not need to apply for the 96 hour visa/hotel accomodation but just an airside transfer from T3 to T1 as mentioned above. Transferring from T3 to T1 is considered an airside transfer and does not require a visa (96 hour visa)
3. If entering Dubai on a 30 day visa (which would apply in your case since it is more than 96 hours), one cannot re-enter DXB during the 30 days after arrival. (Again in your case your stop is on the way back to the US. Had you tried to stop for 5 days on the way in and then 5 days on the way back, within 30 days you would have faced some issues)
