I don't doubt that there is availability. I know people who have lucked out and found partner seats. However, it has taken them multiple phone calls to find an agent who knew what to do (or could be bothered doing it).

The agents default answer to any partner query is that it is not available. They probably don't even check. Whether this is policy, laziness or incompetence, we can only speculate.
