I believe it's an inventory thing. AF, for some reason, tends to have award space on flights under their codes operated by other carriers. Most other carriers do not. The other example I can think of is VA/DJ, but that's a bit of an oddity because it's effectively one carrier using two different codes for its flights. It seems you can only redeem for the VA flight number with DL miles, even though the operating carrier is officially DJ.
