The first reply perfectly answered the question that Hang Seng has an account (called ATM account) where you have no charges as long as you use online and ATM banking and don't need to maintain a balance. They have a charge of 20 HK$ for each counter transaction though.
If there is any other free account available in HK (which I am not aware of) please let us know.
Citibank charge me nothing, although i am also a customer in the UK which may influence that. They also have a free Global Transfer service which saves $$$ if you have foreign accounts (as the OP has).
Generally, the banking system in HK is pretty backwards... so id be interested to know if there are any other genuinely fee-free accounts.
