I know some networks do a similar thing, but it's only in "certain" countries, such as Oz and the USA. In September I travelled to the UAE, Qatar, Oman, India, Sri Lanka. 25mb a day in those countries was so helpful. Particularly when trying to drive without a GPS in Oman.
I have AT&T USA,s old ring fenced iPhone International plan. I'm in Panama this week and have gone through over 500 megs-- no surcharge. You can rent a SIM on their plan for $15 a day from iPhone Trip. I have the old plan and pay $64.99 a month for it. I had an hour long VOIP Over 3G call yesterday and have a conference call to the US today -- great call quality and completely free.
LTE is great, but HSPA+ is certainly respectable. Vodafone is a good company. If it works for you, it sounds like you may wish to consider the time to forgive.
