When I googled "discover the world" a religious organization came up, not the rate restrictions.
The rate restrictions were exactly what
newfbc posted, available by clicking the "Rate Details" link.
The first two sites that come up for me in Google search are:

http://www.discovertheworld.com/
I imagine the rate applies to employees of one or both of those sites.
