Haven't noticed this at all, and in fact my past two rentals have been new Town and Countries (one had 1600 miles and one had 500 miles). Both were fully loaded with DVD/leather/etc. Sounds like it was the luck of the draw when you've arrived at those stations. As I'm sure you know, fleets vary greatly from day to day in any given location.
