We seem to be in general agreement here, but if the tour group requirement for VOA has really been scrapped (which is possible), I think CZ would throw a bit of a fit if its (CAN-HAK/SYX) passengers weren't able to avail of it, while CX/CI/BR pax were. This is all hypothetical, of course, but don't discount the largest airline in China of being able to "help" the powers that be to rewrite their laws.
