Devious! But I don't think it works like that. Once you have stayed at a "new" brand (to you) then it can't become a "not new" brand just because you've changed membership tier, I don't think. So you won't earn a new Local Experience just because you are staying at a brand with a different coloured card.
I could be wrong though.
