I was expecting the answer to be the other way around - that the taxes on two one ways would be higher than a "return" open jaw.

It makes sense that they have to book it as a return as you only have 1 2-4-1 voucher, and given it adds to BA's bottom line to treat it this way then I suspect you'll get little joy convincing them otherwise.
