So long as fees and the totals are transperent, how a carrier chooses to divide up what it charges is its business. In the US, the Dept. of Transportation issued new rules which have worked very well. The total price must be shown on the first screen and a breakdown of how that total price is reached must be available online.
On the one hand, I'm not a fan of nickel and dime fees, but if there's a way to make the purchase without them, it allows people to buy the ticket for less and that's, on the other hand, a good thing.
