I've been searching for this answer, but I can't seem to find anyone that has an answer.

My sister is flying from SGN->ICN stop ICN-SFO in a few weeks. The flight from SGN->ICN only allows 1 checked bag but the flight from ICN->SFO allows 2 checked bags.

Since she is staying a week in Seoul, she can't intraline the bag to San Francisco. The flights are on separate itineraries also.

Is there any way she can get out of paying the ridiculous $15/kg fee for the 2nd bag? I've called up Asiana and they give very vague answers, mostly pointing towards there's no way to avoid the fees.
