I hope you mean Club World! CE on a 747 would be pretty horrible!
Upper deck is generally considered best - yes, you can talk with the divider between the seats down (there is a button at the top of the divider to raise and lower).
Lower deck, I would prefer the forward cabin on a Hi-J config, so Row 13 would be fine IMO.
