Be clear about one thing. If there was no limit then commercial companies would start submitting thousands and Tesco would stop it completely. Better to have it at all but with a limit.
Agreed, but if you send in the amount stated as their limit then why are they refusing (aparently) to honour that, stating it's against their T&C's
