I have seen a Blog openly encouraging such behaviour so I suspect Avios know what some people are doing especially by those owning multiple accounts when using the 1000 DC sign up bonus then transferring them to BAEC. That loophole was used and abused by many thousands around the world.
My understanding was Avios.com HHA needed paper forms to be posted to you. Hence you need a workable UK address, not any old address?
And, you'd have to ask is it worth it for just 3k Avios?
And in reverse would you risk violating T&C with a sizeable valuable balance?
