i have an account at hang seng for precisely the same purpose, absolutely no fees, ATM card with union pay, security device for transfering money to other accounts. i also do not have a HK address, i had to pull some strings (family friend is branch manager) to get them to accept my New Zealand address, and they now diligently send statements every month to me showing all of 5c interest per month
you should only need HKID card with bills to prove address, but whether an overseas address is accepted is another matter
the scheme6000 money can also be paid by cheque, collected at a nominated post office, which can be redeemed for cash at standard charter. my parents had to do this because they only had a joint account and the money couldnt be electronically transfered to a joint account
