Also this on the Embassy of Japan in the Philippines's website.
"Your Airline company may apply for shore pass for your convenience if you do not have a transit visa. However, you need to obtain this visa unless you have special and valid reasons."

I mention the link above because I cannot find a similar statement on the website of the Japanese Embassy in Vietnam assuming the OP holds a Vietnamese passport. The website is in Japanese and Vietnamese (which I don't understand) and I can only find visa information (no mention of shore pass) in the Japanese version.

Depending on his nationality, the OP might wish to check with the Japanese Embassy/Consulate in his country in advance that shore pass will be available to him on arrival.

Here's a warning on ANA's Indian website:
Shore Pass is available to Indian Nationals , if the connecting flight is in the same city in Japan (e.g. NRT-in / NRT-out). You may enter Japan temporarily without VISA, BUT subject to approval from the Japanese Immigration authorities.

However if the shore pass is refused, ANA is not responsible.

Shore Pass is issued strictly at the discretion of the Japanese Immigration Officer

Therefore if stopping in Japan is part of your plan, suggest you apply for transit visa or short stay visa before the start of your journey.
