The answer is no - US will not (and cannot be expected to) conduct investigative work into whether an alleged service animal was in fact a service animal.

However, I have to agree with people who think that the dog was likely in fact merely a pet - a service dog would not approach or touch a stranger. Sad, but some people do fraudulently claim pets as service animals.
