If it is two separate records, CX has no legal responsibility to help you make the connection or help you if you miss the connection. Try to get the two tickets linked by BA.
Checking in at LAX for both flights is helpful since that associates the two records in advance. Otherwise, as far as CX is concerned, you are originating in HKG for HKG-SIN, and if you don't make it, you just overslept or something and it's not their fault.
If there is no award inventory, and it's not their fault (separate tickets), then they don't have to do anything for you.
How often do you fly CX? While what you say is technically true, we seem to hear a lot of reports that CX will try to make this kind of connection work, especially on a CX-CX connection even if on separate tickets. I suspect the real question is, if the OP is booked on separate tickets, what does s/he need to do to make sure CX knows the two are connected?
