This seems to follow all the rules but it will not price, they keep telling me to book it as two tickets for a much higher price in mileage.

If I switch HKG for IST it prices at 62,500 as a saver economy award: JFK-FRA-TXL. HKG-ADD-ACC. ACC-LIS-GVA-JFK. To me this demonstrates that the ticket I want should be possible. When I show them this the agents cannot give me any explanation why it won't go through. I tried having them swap in an IST-ACC flight for the priced HKG-ADD-ACC trip but they say that still will not go through.

(I've also done a ticket with a stopover in West Africa before: I successfully booked and flew a trip that was JFK-FRA-ACC(stopover), ACC-IST-HKG (open jaw), DEL-FRA-JFK.)

I was hoping in the end my itinerary would be 60k points, as JFK-TXL is 30k and IST-JFK is 30k.

If you can help me understand why this won't work, and if there's any way to make it work, I'd be much obliged. Thanks!
I'd try booking it as RT to IST with the return through ACC with no open jaw and no stop over. Then call in and change the outbound destination to TXL. Then call in again and add the ACC stop. I can't give you a rhyme or reason for doing it this way, but I book a lot of these and that just feels like the way that is easiest and mostly likely to succeed.
