I would think the kiosks are the most inflexible of any agent... they are going off a written program which theoretically should always play by the actual rules. So if he was able to rebook on the kiosk, then that*should* be the correct rule. However you did mention the whole Sandy thing, and going through JFK they may have lifted some restrictions.
