Another vote for using powdered formula. Just be sure you have a way of measuring so you don't need to take care of that on the plane. Here in the U.S., you can buy powdered formula in sticks that make four ounces. We keep 10-20 of these in our diaper bag at all times, since they take up almost no space.
For longer haul flights I usually just buy a large bottle of water post security rather than relying on the flight attendants. You never know how long they will need to be strapped in for turbulence, etc. Our daughter is accustomed to room temperature formula, so there is no need for us to warm on the flight.
