Are Playtex Drop-Ins bottles available where you live?
They aren't the environmentalist's dream by any chance, but they are a dream for travel.

If they aren't available in stores where you are, perhaps you could order them from Amazon or something.
The long and short of Dropins is this: The bottle itself is a plastic shell, but the milks/formula actually goes in a disposable plastic sleeve that is in the bottle.
You then need the nipple sets.
So when traveling, you can travel like this:
two bottle shells (in reality, you don't even need 2, but I brought two in case I dropped one somewhere really gross...)
a baggie full of nipples and caps
an empty baggie or two labeled "DIRTY" to put the used nipples and caps in
a box of or bag of the plastic sleeves for the bottles.
formula powder.
So, when it's time to make a bottle, you insert a sleeve into the shell, add the powder + water, twist on the cap, and shake. When finished, put the nipple into the dirty bag, throw the plastic sleeve in the trash, and re-stow the bottle shell until the next use.
As for the boiled water issue: I have always been instructed that unless your child has immune issues or is a preemie, then there is no need to require boiled water. Whatever drinking water (usually bottled spring water) that is available on board will be fine. By all means consult your pediatrician to verify that this is true in YOUR case, but IMO it's not a subject to fret about.
