The DOT IDB (overbooking) rules don't mention this particular case, but hopefully WN would ask for volunteers before bumping a non-COS to make room for another pax to have multiple seats.
Southwest will follow their usual overbooking policy; last checked in gets bumped, after (ideally) first asking for volunteers. They won't be bumping the COS unless they were the last to check in, and if so they get compensation for only one seat, even if they've purchased two.
