Can a non-canadian resident use a flight pass if its bought by a Canadian resident?

Anyone know if we will run into trouble with this:
I buy an international flight pass for 2 passengers (I am Canadian), with the intent that it will be used by the other named passenger who is non-Canadian, and does not hold a Canadian passport?

AFAIK the terms require the purchaser to be Canadian resident and passport holder, but I could find no mention of other named users.

Allied question: The description of the Canada-Europe pass implies that journeys start in Canada. Has anyone had difficulty using them originating from Europe?
