Nowhere in the guide does it tell you EXP's do NOT have to pay the fee for booking other passengers who are not traveling with them. However, the AA website does give the information regarding the fee, if the EXP is not traveling with the passenger. To summarize, the membership guide is a GUIDE. It doesn't not contain the FULL details.
