Sadly, BA [as you know] is British and has a sad tendency to look after British customers better. As a "Global" airline I find this both surprising and counter-intuitive, but that seem to be the way they want it.
OTOH, if I were CEO, I would have a Global call-centre [English-speaking, of course] that was available H-24 from anywhere in the World. It makes sense to me - there are presumably good reasons [probably economic] why BA doesn't do that. But I do find it sad.
Well, there is and it's in the UK. Login to ba.com with GCH status and the numbers displayed are the gold numbers for each country. Interestingly, continental members get no number displayed for their own country as there's no gold line. Another ba.com bug, but I digress.
Call the UK number who will be glad to help with IRROPS, general or availability matters. They cannot ticket Avios bookings but they can arrange for your local agent to call you back for that. In one case, they made me a reservation which was later ticketed by my local call centre.
