If the cost of petrol and diesel went up by 5 pence a litre, would you be worse or better off? An extra 1.5 pence on income tax instead maybe? I guess these alternatives would spread the impact on to families unable to afford foreign holidays, but there again APD is also levied on foreigners and indeed foreign corporations.
