You can indeed have fractions and percentages (or any other relative measure expression) that express values above 100% of something else.
However in normal english langage usage, saying something is a percentage or fraction
of something else carries the clear implication (unless stated explictly otherwise) that it is smaller that the other.
In fact I would further argue it also carries the implication that is easily noticeable smaller. (i.e. 80% and certainly anything above would be pushing it for that kind of language usage.)
I write this as someone with a background in science and maths, but also a love for clear langage. Accordingly I would not take your post as smart Alec or attempted, but rather as simply wrong as a comment when considered against what I actually posted.
