This is below the MCT and an illegal connection. DL's rules require you to be at the intl. departure gate no later than T-45. On a 44 minute connection, you are 1-minute late if you are on time. At T-45, your onward seat is subject to cancellation and becs. DL overbooks these, if still oversold at the gate, it's a way to free up a seat without having to pay any form of compensation.
If there were hourly service, I might take a shot at this and catch the later flight. But, on TPAC, any reroute will have lengthy delays, put you in a likely lousy seat and cause general discomfort.
My personal rule is 2-1/2 hours, but I realize that's not necessary.
45 minute rule may be what it is, but you are incorrect as far as it being below the MCT. MCT for DL-DL Domestic to International at LAX is 35 minute with a few minor exceptions.
