Varies substantially by your rental location. Avis/BA at IAD is laughably expensive*, although I gather West Coast destinations are OK.
We now have a checklist of about 15 Agencies and Consolidators that we work though. Strangely, on a couple of occasions out of IAD I've even used VS for car rental on cost grounds (no flight, just the car!), but usually end up selecting Dollar direct, or Dollar via
netflights or one of the other UK consolidators. But it depends, significantly, on where you're renting and who from - and, importantly, who rolls in all the insurances. That's what we like about
netflights [and a couple of others].
* At IAD I can usually get the same vehicle for 1/2 the price quoted on Avis/BA
