It was some years ago that Victoria became a UK citizen (2005-ish) and I believe they have changed some of the rules since then, mainly around the requirement to capture biometric data, which is why they all require physical attendance.
I honestly can't remember about the legalising the marriage certificate; I'm British, she is from Ukraine but we were married in Prague (prior to their EU entry) so I do know the certificate had to be have a UK apostile attached (in those days, at Admiralty Arch).
I think it was a two-year visa she was given, multiple-entry of course. You know, I'm sure, that the visa must be issued without charge.

I'm not at home at the moment, I'll try to fish out her old Ukraine passport and look at the stamps!
