It was never clear what inventory the stay certs come from - it was our collective assumption that its some sort of a "purchased" award.
That said, converting from stay cert to cc award is probably not possible - it may be possible to convert a point stay to cc award stay (much like converting points to FFNs usage when those were still around).
To the OP, we have not heard much problem in getting award nights at the PH Tokyo especially 3-4 months in advance - not saying that it WILL be available, but likelihood is higher than say PH Vendome or PH Sydney.
