Nope - revenue rooms cannot be converted to award rooms. If the property is "full", when you cancel the revenue room, it probably would not go back into the base room inventory so you won't be able to book the award room. This strategy does absolutely nothing for you.
If anything, he's made things worse for himself by taking a room out of the base room inventory...
How about converting one award type to another? Say, booking two nights on a stay certificate, then later asking them to change the booking to credit card award stay?
