Not just the very cheapest - there are 5 Tango letter fares - so it could be one cheapest, could be four cheapest fares, could be none.
that's true but generally, AC and their agents distribute Tango, almost all of what's available over GDS is Tango Plus. Almost everything transborder is Tango Plus. Its basically domestic canadian flights that are all Tango'd up.
