Well, the airlines could start charging for carry-on. I know, there'd be a huge outcry. But, if at the same time they went back to carrying one or even two checked bags for free, I think the outcry would be reduced. Planes would board and empty much smoother and quicker.
I wish AA would strictly enforce its carry-on policies.
