It can be done, but it usually requires more than 21 room-nights in my experience. I negotiated a 20% discount, club level rooms, and double points for my team of 6 for a 3 month stay in Milwaukee. But a similar sized team got me nothing in NYC a few years ago.
It depends on supply/demand at the property, but it doesn't hurt to ask.
