I find that 20 minutes is what is used most of the time, is there an official guidance on this subject, or is it up to the GA?
It depends on whether the incoming flight is early and whether the Ops Agent is delay-conscious. The flight I'm on right now boarded 25 minutes before scheduled departure. That's almost as early as it gets.
