You have, kind of, answered your own question when you comment that procedures have not been followed.
Indeed they have not, and he has commited a quite massive security breach.
What went on before regarding his conduct during the incident at security is irrelevant to flyertalkers and will, Im sure, be dealt with by BA in addition to the security breach.
The security breach is unforgiveable and is very serious.
