Yes, ROS should be good. The floorplan of ROS is sort of a Y, with the point facing the river. Rooms on the left side of the Y face upriver, and rooms on the right (south) side face downriver. For NYE fireworks, facing downriver would be best, because there is a large display that goes off between the MO and Pen just up from the Shangri-La, all of which are downriver from the ROS. Rooms on either side of the Y should have some view of the fireworks that usually go off right between the ROS and the Milliennium Hilton on the opposite bank of the river. Rooms on the left (north) side of the Y may have a view of other displays upriver, but those will be farther away.
