The T&Cs posted clearly state:

Our email exclusive offer to save up to 30% on room rates at Carlson Rezidor hotels in Thailand ends on 31 October 2012 at 23:59 SGT (15:59 GMT). A minimum stay of two consecutive nights by 20 December 2012 is required.

It's nicely tree lined, there's a good array of Soi- food and the Thai restaurant next door to the hotel is cheap and quite good. wj
I do like Soi 18. As for the food quality and cheapness YMMV. This is the Suk corridor after all. Soi 13 is awful. Full stop.

Quite often the PP 18 is slightly more expensive than the Radisson. C&P also tends to worthwhile for the Radisson but never for the PP 18. Conversely, if using a full point night the PP 18 is a much better value.
