At least for CX-CX or CX-KA connection in HKG, I don't think whether the flights are on one itinerary/ticket or not matters. As long as the connection in HKG is under 24hrs, the check-in agent at the first departing airport should be able to print boarding pass and interline the bags to the final destination as HKG can handle overnight baggage connection.

However, if the traveller wants to have one bag to HKG, another to TPE, in my experience, the check-in agent might not be able to do this. Either all bags to HKG, or all bags to the final destination.
Not right. Its always possible if its a transit to do either, but whether the agent knows how to do it is a different matter
