Generally the states regulate alcohol sales so maybe the reach is even more limited.
Interesting. I've been told by FAs that QF pay duty on the Sparkling wine, but that's why they won't open anything else prior to take off on international flights. (He was telling me a story about a F pax that demanded a Shiraz pre take off).
